Exposure Compensation -2.0, macro mode (handheld).

Cropped and rotated slightly. tone curve, saturation adjustment to take out some blue (noisy) and clean up the reds. Unsharp mask, 5-pixel black stroke, and about a 9-pixel feathered fill (black) for the "border."

No, it seems I can do this without trying! Too bad, I just missed getting two in a row.

I'm concerned that people may think I'm deliberately "thumbing my nose" at the challenge topic with an off-beat interpretation like this. Really, I am also trying to work within the the limits of the technology and time I have at hand. With my camera, I could have lit enough matches to smoke up the Los Angeles basin and never gotten a capture like the winning one.

I pride myself on having a monitor calibrated for darker shots, but I truly can not tell what exactly I'm supposed to be seing here. Your title doesn't help too much either.

Very clever interpretation. The fuzzy hand on the left is distracting though, as is the red noise on the thumbnail. The image also should be rotated a bit to get that button squared up.
