composition
I would like to see this shot with a closer view to capture some of the details in the plant life, and place less emphasis on the negative space that the sky creates. My suggestion is to move further left from where you were standing so you can shoot around the big street light and eliminate it from your composition. This will help the photo focus more on the tree, bridge, person and fountain.
color
The colors in this photograph are my favorite thing about it. I might however try playing with the saturation in photoshop a bit to bring them out even more. What would this shot look like if it were taken at dawn or dusk when the sky could also add to the unique coloration of the photo?
contrast
Nice contrast is captured with the orange coloration of the trees and fountain lights and the blue of the fountain.
focus
I wish it was a bit more crisp, a difficult task at night, but it can be achieved with the use of external flash or alternate lighting sources. (see lighting for my suggestions)
depth of field
The DoF here gives the photo a snapshot feel.
lighting
Again, try shooting this shot when the sun is just about to rise, or just after it has set for the evening. This will help you do away with the bluriness, and add soothing colors to the sky background.
any other element of the photo that stands out or is lacking in some way
All together this photo is good, I love the location, and it certainly would draw my attention if I saw it in a travel guide. Please do away with the frame. I don't see how it adds to the composition/design of the photo, and if you are set on having a frame it is more visually appealling if there is slightly more frame on the bottom than on the top (even as little as one pixel)
