This is something different. The more I look at it, the more I like it. I suspect it may not score great with voters because of the out of focus nature of the picture, but I think that the motion blur adds to the composition.

Try straightening the horizon and using a larlger DOF to get the torch in the foreground in focus as well.

I just don't find this an interesting picture. Your title reveals more than your picture does. I don't really see a clear or interesting subject to look at and the light on the rocks on either side would've been distracting if there was anything interesting to be distrated from to begin with.

Where? You mean that tiny black spot in the centre? Ok, I'll take your word for it. Your shark is swimming downstream - straightening the horizon will slow him down a bit before he gets to the bathers and it'll even make your picture look better. It's also lacking in tonal range, saturation and contrast - you can tweak all of those in post processing.
