I like the movement of the water,
but I think this might have been better in black and white, so that the focus remained on the water, because the leaves and debris are slightly distracting.

rotated to normal, and zoomed in on the word with the 'P' almost right to the edge of the photo would have worked better for me.. but good idea

You've chosen an interesting angle to give the image a lot more interest and dramatize the set up. The street lines aid your composition and lead the eye to the washed out portion of the road.

The lens cap as subject is not quite integrated into the picture. I agree with the comments that the cap needed a little more light on it to highlight its entire form (I understand the limitations of basic editing prohibit dodging/burning which might have enabled that).

I'm also wondering if a slightly different setup might have helped, having the lens cap more in foreground instead of mid-ground.

I like the different angles in the photo - the trunk of the tree, the yellow line and the guard rails. They really give the photo its structure. The exposure and the blown out sky detract from that but I understand the limitations of shooting in bad weather.

The angle you use here really works with the title. The sky may be a bit bright to convey a night shot and the shadow by the car doesn't help matters. I know the moon was bright during challenge week and you did a good job using it to your advantage since it appears there's no other lightsource nearby.
