I liked the autumn feel this has especially when it is spring where I live. It also has a late afternoon mood. The bends and twists of the heavy iron bars are also very appealing, well lit, and adequately focused to make the photo interesting and appealing.
I would have liked more focus on the very nearest bar and tighter cropping at the top.

Very graphic composition -- nicely executed as well, but (a nit pick, really) the wispy stuff in the front edge of the background is a bit distracting. No points off for it tho, just a suggestion.

More depth of field would have added interest to this. As it is, there os more out of focus than in focus, and what little is in focus doesn't do much.

Unfortunately I don't see the round building as a wheel, although I see how you were trying to depict it as one. Building is tilted a tad to the left, and crop should be tighter.
