Looks like a model with an overlay :) So much to see in the reflections (sos, tower on the head, buildings everywhere). Nice way to give an impression of a hurricane.

She looks very pensive. Must be thinking about what she's seen and how she's glad she didn't lose her head in the emergency. The reflected sign below her looks like SOS.
