 A few days before the Challenge was announced, I bought a book that had just been published - the publishing date was actually 31 July (go figure). It's in Japanese of course, but it has templates you photocopy and then cut out on a piece of Post-it paper to make figures, buildings and such. the English title is °Miniature Cutout Made with Sticky°.
Then I had to buy pastel-coloured Post-it paper.
Pretty basic editing. Crop, adjust levels (mainly to endarken the background further), a few spots taken away with the healing brush tool, a little bit of desaturation, resize, sharpen and save for web.
