Greetings from the Critique Club:
First of all I should say that your notes say this is a panorama and you mention exposures (pleural) if that's the case then your image isn't legal under 'advanced editing', though it would be under 'expert editing' and if you had received a validation request you'd be DQ'd. I thought you should know.
Putting that aside and taking the image at face value I find there are some fascinating elements to this image: The foreground surface is complex and interesting, the shadow of the railings creating an impression of a hybrid of the manmade and natural. The play of light on the motion blurred water imbues it with a similar effect we see with light painting - I like that. I like the multiple lights on the horizon too, giving us a sense of the wider world beyond the bay. The settlement to the right helps to give a sense of scale to the image an the bright star bursting bright light helps to draw the eye over there.
Overall a nice image but if I were you, if this is made from stitched exposures I'd keep the image honest and report it to Site Council.
