I was going to say a make-up brush, but it may be too coarse for that, then I thought shoe shiner thingy, but it looks like it has a long handle. So, I am stumped, but I like the shot.

I'd guess makeup brush as an instrument of illusion, but maybe the illusion is that we're meant to assume it's a makeup brush when it's really a cross-section of an eyebrow on the end of a rolled dinner napkin. Nah, I'm going makeup brush.
