 Topaz Detail, basically the "bold detail" setting with some dialed off the large side and the small side, with the medium amped up a bit.

A little work with the tone sliders to pop the water color a tad.

Then off to Topaz Simplify to smooth off some of the edges, et voila.

The clouds are really impressive. I just purchased the Topaz set (6 filters) and will need some time to figure how to use them to good effect like this.
