One of the common places homeless folks have set up camp.
Except for the restrictions on the title made by the challenge description, this might be called The Law, In Its Majestic Equality ... from the famous quotation:

I was dealing with lousy lighting conditions, with bright concrete and sky outside, and dark underneath. I used my mini-tripod strapped to a signpost and the timer to get a slow enough shutter to see the stuff underneath without completely blowing out the foreground.

-Rotate 180° (camera was mounted upside-down)
-Resize
-Sharpen (applied twice)
-SaveAs JPEG at 97% quality = 284KB
