The composition is good and I like the bird flying on the wave.
The sky is a little flat and not stormy enough, maybe you can add more contrast on it. It seems that most voters like more dramatic photo. Then, the whole image is a little blur or not sharp enough. I think it adds some poetic mood, but maybe some voter don't like it.

Seems over processed, or just too soft. If that was intentional it doesn't quite work for me.
