Played around with the crop for a while. Tonal Contrast, resized.
Selectively lightened and darkened areas. Selected Dirty Girl sign - brightened, increased contrast and saturation.
Applied some Fractalius to give it a painterly feel. Played around a lot with the color balance, since the girls face was really red. Perfectum for smoothing - some other stuff I don't remember... voila.
