 Chloe at her 21st birthday celebrations.

I know - the on-camera flash is too harsh etc. This has been extracted from a shot in which my son was doing up the clasp on the necklace. He and the surrounds have been painted out. Other steps include, crop, Neat Image, faded, brightness/contrast, clone and blur tools have been used to reduce shine on her face, resize, usm.

Lovely shot of your daughter/granddaughter. I think you may want to go around her with a soft brush so that the edges are not as sharp as they are and remove the white halo. Try sharpening the hair if possible and remove the one or two stray hairs. You did a great job with the skin though you might want to slightly whiten the teeth for the hollywood smile. I am sure she would have loved you to take another with a nice smile but I think its a nice candid.

Actually not as harsh as you think. I like the spontaneity of her expression. You might sharpen her eyes just a bit to match the most sharp areas of the rest of the image.
