| Motion blur rather than motion panning IMO |

| While I see motion panning, the image itself doesn't say much to me. |

| not really panning unfortunately. You also have a lot of dead black space in this shot. |

| I guess this qualifies as motion panning as you were following the motion of the vehicle. But doing so by actually being inside the vehicle probably isn't going to impress too many voters I suspect. |
