This looks more like a zoom while holding the shutter down than motion blur.

This isn't motion panning. Panning is when the camera is moving with a MOVING object, not a stationary one. The idea is to have the moving object in focus, but everything AROUND it to be blurred. Anyway, even if you met the challenge for me, I'm still not a fan of the shot. Sorry :(

Motion panning is just that, panning your camera in a direction, not zooming in and out

This would be zoom blur not motion panning
Motion panning involves tracking a moving subject with the result being a sharp subject and a blurred background.

Technically speaking, using a zoom to give this effect might qualify as panning, but I'm going to guess it won't be too well receive in this challenge.
