Ctrl-J / Ctrl+Shift-U / Ctrl-J / Ctrl-I / Set layer blending mode to Color Dodge / Filter => Blur => Gaussian blur => 4.2 pixels.
Image size 72 ppi 720x482
Click 'eye' to make background layer invisible, then Ctrl?Shift-E to combine the two visible layers.
Adjustment layer: selective color, absolute. Whites, increased cyan (+15?) Neutrals, increased magenta (+60?).
Filter => Sharpen => Unsharp Mask: 167%, radius 1, threshold 0.
Ctrl-A, colour selected with pipette, stroke, inside, 5 pixels.
Rectangular marquee, 710x472, centre marquee, stroke, 3 (2?) pixels inside with new selected colour.
Save for web.

I have no idea what all those ctrl commands do - may have to try them just to see! Reminds me of a wood carving/ink print. |

Now, that's a different treatment. Not sure I care for it as a photograph, but if I look at it as digital art, I see it in a different light. |

The building looks like it could be an interesting thing to photograph, but the processing totally kills this shot. |
