 In Corel PSPX2 Ultimate:

Topaz Adjust: Clarity (defaults)

PSP: Adjust > Brightness and Contrast >Clarify (3)

PSP: Adjust > Sharpness > Highpass Sharpen

Overlay Layer: I do them in PSP like this.

Open the overlay image, copy and paste as layer on the shot I am working.
Right click on the Overlay layer and choose New Mask Layer > From Image
Leave the Source at default (should be name of your overlay image).
Choose Create Mask from source luminance
Check invert the mask data. Click Ok to apply it.
Click on the Group - Blend mode Darken
Adjust the opacity.

Merge Overlay layer down.

PSP: Adjust > Brightness and Contrast >Clarify (3)

PSP: Adjust > Sharpen > Unsharp Mask (highres normal)

TA added a heck of a lot of detail and interest to this photo! So what kind of machinery are we looking at? Textile perhaps? Just curious...
