 Light scattering while passing through frosted glass. This wildly cool phenomena is well known to photographers as diffusion.

Other than resizing in Photoshop, this is straight from the camera.

Very nice photo. To me the main subject is the hand with pointing finger, but as it is pointing to the light and because I like your composition I'll rate it in the upper half.
