A tilted horizon can be used to add dynamism to an image, but it is not altogether successful here. The photo is somewhat over-exposed, and the tonal range is rather flat. Adjusting the levels would at least bring out the mid-tone contrast a bit more. If you have any specific questions send me a PM.
