Yes, it might well be but it's hard to tell from this picture. I have nothing to compare it to and it's out of focus and the reflection on the glass, especially towards the top is very distracting. A 3

I think that it would have helped to have another building in the shot. That way I could see that the building was large myself, not that I don't trust you. The picture looks out of focus.

noisy, blurry, flat lightning, boring subject, poor image quality all around. hard to see how this shows proportion. yet i'm still looking at it, so that's worth a couple points

This would be markedly improved if it were in focus and there didn't seem to be distracting reflections, as if it were taken though a window without a polarizer. On the plus side, the off-center and very simple composition is very nice.

This appears to be made through a window while driving down the road...could be better if the window was open and you were stopped.

I think this picture would have benefitted from rotation, and also from being taken on a slightly brighter day. Also looks like this was taken through a window. I'm not really an expert on how to eliminate the extra glare, but it would help to keep the focus on the subject.

Your camera's focused on something in front of the buildings, probably wires of some kind, so it isn't as crisp as it could be. I'm sure you could get them upright, and it would be better to have something small in the foreground to show the proportion.
