Luminosity masking on each layer. Levels for dynamic range.
Channel mixer on Green and Blue for water contrast.
Hue/Sat for reds/yellows

Curves applied with land masks for texture.

USM for local contrast and sharpening applied.

Just my opinion, but I think some dodge and burn on the ground would have helped this "pop" a little more.
