 Shot in color- used Channel Mixer to convert into black and white.
Levels, then Selective Color to add tinting and adjust some tones. Dodging and burning. Cloned out small post and indentation on sidewalk. Resize and smart sharpen.

A little too dodgy-burny for my taste, but I like the cinematic drama of it. (the dodgy-burny makes it less cinematic) You really didn't have to put a spotlight on her.

nice toning and great exposure - the model right in the center doesn't work for me, even though I think I know what you were going for. perhaps moved over to the left, with the model in profile or slightly turned away from the camera looking out to the sea or to something/someone hidden from the camera's view behind the building?

I like the artistic feel of this shot. The color tones are nice and the light and shadows are lovely. Back to bump you up to 9.
