Using on-board flash is an unforgivable sin in my opinion when doing portraiture. Not only does it flatten all the features, but when used with the subject close to any background you get the horrible sharp shadow haloing the subject.
When looking at this shot, it seems there was no effort put in: pair of joke glasses, kid, lie on floor, take picture with off-centre composition without thought for lighting. There isnt any impact here.

Just trying to help you with my thoughts on why i scored this low.

Move him further from the background. Also, the on-camera flash is creating some harsh shadows and a hint of red-eye. Focus is okay, composition is fine.

not sure I like the carpet background. For one thing the fibres of the carpet distract me a little, also the colour of the carpet os not too far away from the boy's face, so you don't have a lot fo contrast. Maybe I'd suggest a brightly coloured wall or even a large sheet of coloured paper?

For me, the lighting is a bit too bright. I think with a bit better focus and perhaps changing this into a vertical image to give him "breathing" room around the chin, I would have scored it higher.

Cute prop. I don't think the background adds much; I'd move the model farther away and use a shallower DOF to minimize it.
