The Gulls are behind the foreground, Taken about 25yds from the subject, there was a bit of action going on with gulls flying around and children throwing bread for them.

To me, the foreground bokeh is not immediately apparent. Becasue it is almost completely below the gulls, the green actually appears to be a bush beyond them. Upon much closer inspection I see that, yes, it is in front of them. I think that that is where your score suffered. People vote quickly, and may not have picked up that it was in the foreground.

I too agree with JuliBoc. I wish the gulls were facing the camera. But otherwise, I like the shot.
