 This photo was taken during a street rally at Kuala Lumpur, Malaysia. The rally was actually just a peaceful walk to the King's Palace to submit a memorandum for a fair and clean election. However, the police intervened as the rally has no permit.

With only the foreground bystander out of focus and long DOF for the rest of the shot this doesn't look like intentional foreground bokeh for an effect but more like the photographer should have moved over two steps to the left.
