 Until this sign popped up a week ago on my regular drive to work, I did not know I was driving past a minimum security lock up every day.

Initially, I scored this quite low. But then I came back and gave it a 7. I like the lighting, and the movement, and the grey background, and the various pin-points of light interest.

Sign is interesting but not enough for just a static photo, so I like the fact that vehicles were blurred to provide motion.

I agree with your decision to include the road and the car lights along with the sign. The twilight lighting is great, and the motion blur is not excessive.
