I can't decifer what this is all about..I'm not sure that the blur effect enhances this photo, as I cant' tell what's going on or what's in the pic, the blur is taking away from your point in my opinion.

The high key and the blur emphasize the meaning of the sign.

Was this RISK sign flashing? Lighting appears odd, with right side a distractant.
