 One of a my neighboors sons, a very photogenic face.

I don't think this will do well, but I can't spot any technical imperfections and it meets the challenge perfectly, so I estimate a 5 at least.

A bit of dodging and burning, sharpened the eyes, adjusted the hue and saturation, some more dodging and burning, smart sharpened, resized.

Maybe the lips were done up a bit, but I can't agree with you about the eye's- those are their natural colour, but I did have to brighten them a bit because the lighting was dim.

I was one of your two 9s on this. I'm surprised to learn you touched up the lips -- I thought for sure those who commented on it were wrong. That's how youthful lips look! Anyway, I like the serious look on the boy's face and the fact you let the blemishes show. Handsome kid, too.

I'll wager his eyes didn't look quite like that before you opened photoshop.
