how do you do a border like that? I like the way its done

pretty colors, I don't care for the border and the leaves in the upper left and the twigs at the bottom are distracting, they aren't prominent enough to serve as a real foreground elements that provide a sense of depth.

I believe the challenge was called after dark and do not believe IMHO that sunset qualifies...

This shot caught my eye right away, the detail in this is outstanding, the colors and the contrast are superb, the distant silhoutte of the city really adds to this shot 10

Lovely sky and sillhouette. Very well balanced both horiz and vertically. The reflections in the water add some nice detail.

Technical: fits the challenge. Exposure lighting composition focus all good.

Personal: The branches might have been left in for added interest, but especially with this border I find it a little distracting. The sky is lovely though and zooming in would've shown less of it. A dilemma! Either way a great photo.

I see sunlight and no indication of lights on the buildings themselves. Maybe you should have waited a half hour to take this shot.
