Shutter: 1 sec.

 Took shot about 10min's before midnight.
At midnight the lights from the hotel turn off.
You may be able to tell on that day the river was drained for yearly cleaning. My bad luck but tried my best to get a good shot.
Just cropped and a small amount of blue.

Technical: fits the challenge. Exposure lighting composition focus all good.

Personal: Cool photo! Love the colors and reflections.

Is this San Antonio? I love this area, especially at night. I like the reflections in the water of the tall building and the colors of the umbrellas

Too much going on for my taste. I think if you would have included only the terrace with the colorful parasols, it would have been much better.
