This is rather dark and flat, perhaps a boost in contrast and a little saturation would help.

Seems dark & a bit flat overall - also, focus & intent is a bit ambiguous leaving me a bit uninterested. I'm pretty much a newbie here, though, so take my comments with a grain of salt - just 'cause I'm being critical doesn't mean I think MY stuff is doing any better! You likely will do better than my submission... Good luck!

I suppose the foreground building is a public institution, and the fence is to keep the public out of it, but what is the building in the background for? Some depth of field to lose the background building and some morning or afternoon sun to pickup the foreground building would be nice, otherwise this is a fairly somber photo (which may be desirable also!)

I find the oof building (since it takes up so much of the frame and is such a strong element) distracting, a punch up on lighting would help, IMHO
