In RAW: Lightened exposure while increasing shadow and highlight contrast. Saved.
In PS: Cropped, Resized. Levels, Converted to B&W using Channels. Used NeatImage slightly and USM. Added single line border. Saved.

The lower portion of the photo is a reflection of the background stripes on a polished granite kitchen counter, not an edit or a clone. It doesn't line up because it was never intended to line up. I can see how it would puzzle viewers. I just liked the effect, so I kept it in the photo rather than cropping it out. Thanks for the comments.

Interesting photo, nice contrast in most although I wish there was more contrast and highlights in his face to make it pop more.
