It's been a while since my last DPC submission, but here goes...

Shot RAW, kept the WB cool and green to suggest the sea.
USM to boost local contrast.
Curves to boost red and green channels, as well as cut mids.
Hue/Sat to boost reds.
Resized down to 640.
USM again for local contrast.
Smart sharpen to bring back detail.

Thanks for all the comments, and while I had higher hopes for this entry, it did come in above my overall average score.

I guess I wasn't aggressive enough with the tinting to make it obvious that it was intentional, as many comments indicate people thought the WB seemed off rather than understanding it was a choice (or, people really hated the choice)

Strange color tone. I like the compo and the flow of the hair. Could use a bit of catch light in the eyes -> reflector.

Lovely portrait. Background still distracts, mostly the hand railing is what I dislike

Beautiful hair, but her teeth discoloration distracts me. I think her teeth should at least be as white as her eyes.

She looks more cold than wet. White balance feels wrong.

She's lovely. The overall image has a blue tinge to it. Not sure if I care for that, but the movement of her hair is a nice touch and the bokeh definitely suits the challenge. I think this might really be effective in a duotone or black and white as well.

Could be an excellent shot with a little more tweaking of the colors. There seems to be a bit too much cyan in there, making the skin tones a bit unnatural.

she looks like botticelli's venus...wonderful
perhaps a narrower depth of field would have thrown out the bg more and breated better bokeh...nice 7
