shot in raw and converted with rawshooter pro
lowered highlight contrast and color vibrancy
increased shadow contrast and color saturation
rotated and cropped then exported as a tiff
edited with PS2
sharpened with USM
played with curves to remove blue color cast and low color levels
used dodge and burn to darken highlights and separate the person from the background
used the sponge tool to desaturate some of the bright elements like the red car and his bright blue shirt tail
resized
cloned out stray car aerial
slightly over sharpened to bring out the rain
added border and saved for the web

A different take on the challenge I like it. It stands well on it's own, and the greens and blue in the background helps it meet challenge. DOF works with the interesting stuff in the background, could be even better without the cars.

gloomy, dampening... I dont care if it's not very sharp and flat colourwise - I find this photo appealing and that's all that matters in my vote.

Mostly pastel but the main appeal is the story and feeling your photo evokes. The street and its parallel elements enhances the image.

This is a nice image. I would have liked to see more of the guys legs. It would have shown more of his movement against the direction of the rain. I see the building is the 'pastel' color your wanting to show but your area of focus is on the guy who is not wearing pastel. The lighting is sufficently grey for the image's story but I don't quite feel it fits the theme of the challenge.
