 Just some cute lofts... levels, curves, hue/saturation, photo filter, dodge, burn, overlayed a photo of pebbles... you know, your run of the mill editing stuff.

Cool watercolor effect...is the wastercolor filter in PS? NVM... I just read the details section :) The only thing that I think that takes away from this being a really cool image are the cars in the street. Not too much you can do about them though!! Nice Job.
