The challenge was to take a photo whose subject is enhanced by the bokeh of the background, but here you did it backwards, and the bokeh/out of focus area is in the foreground.

The foreground blur does frame the ducks (swans?) very well. Might have shown better bokeh if there was more light reflected behind the ducks to create that non-detail which is essential to bokeh. Perhaps a different time of day.

I think foreground blurring takes away the effect of the image.

I'm almost 200 pictures into voting this challenge, and this one of the first that seems to really meet the challenge by having the foreground (not the background) out of focus.

Bokeh is supposed to be in background, not foreground. Nice shot though
