Since you asked, I had a look, let my eyes do their thing, then noted what they did.
First they went to the bright framing stones. Finding them not the main subject they went to the middle of the frame where there was something strongly dark. But they didn't find a definite focal point there either so they jumped around the bright green areas, then finally settled on the water.
I think possibly a tighter crop to lessen the draw to the frame-stones?
It's a lovely subject but doesn't look easy to catch, the way the shaded areas fall, and I don't know enough about lighting etc. to be of much help in solutions, sorry. Hope this helped, tho :) |

| Your eyes tend to go to the brightest areas first. And the large blurry rocks in front (the framing) are so much brighter than the center subject, that they keep drawing my attention away from the center (which on its own, already is not a very strong subject). |

While this shot does portray framing, I personally think it lacks a point of interest. There is water, it's coming off of rocks, there are rocks in the foreground kind of framing it, but there's nothing that really draws the eye into it. The extremely large blurry portions in the foreground hurt it rather than help with the framing in my opinion.
I dunno. It just looks a little boring and not very well composed in my opinion.
Also, it looks like you made a little mistake in the bottom corners when making the border. |

| I think it would have worked better if the focus had been on the waterfall rather than the distant part of the background. |
