Great bird shot, love the raptors. I think the demonstration of motion is hurt by the fact that there's no reference points in the frame. Also soaring isn't the most dramatic activity.

Wow cool shot, run it through neat image and play around with levels and you have a great shot!

I see a lot of noise in this, I suggest something like neat image to deal with it, but you need to be careful with this type of subject, might loose detail in the feathers.
