 The whitish blots were done with a daul brush set to about 20% of the image size opacity 37% & 90% (interchanged at times) and flow 54% & 90%.
The rest of the processing was done in the Adobe RAW converter by hightening saturation and contrast, as well as shifting the WB a bit.

Blown highlights. Out of focus. Odd filter or reflection. Maybe your going with an artistic vision but it doesn't do it for me.
