Taken at sunset near the Scituate Reservoir in RI..sun was shining on his face as he looked toward the water...took many pictures but I liked the soft color and angle of his head in this shot..levels, unsharp mask, removed a few wrinkles with healing brush, unsharp mask and shadow/highlight adjustments..didn't use curves because I liked what levels did by itself...I like the clouds in background as it gives me a white area to make the image stand out more.

Hmm, Not much to add here.
I looked at the picture and was thinking about the things I would write. After that I read the comments (because I don't want to get influenced) but almost everything is said already.
I agree that the “looking up” angle is a difficult angle for a portrait, especially for a headshot like this. It's not the normal way we look at a person, and maybe that's why it doesn't work most of the time.
The light is beautiful, nice and warm, but I think the photo is too casual.
Off course the voters expect something spectacular, and will see this as just another shot of some person. Most of the time they will not stop to look at a picture, first impression counts and they base their vote on that.
So you have to capture the voter in one way or the other. Just present him with a wow factor or whatever you think is appropriate at that moment. Then they will stop and look at your photo and see everything else that's put into it (like the sunset here)

Profiles are always BAD! If your model turned a little more toward the camera so that you at least got a third of the far side of the face it would have looked a lot better, IMHO
