 It hadn't rained for days - maybe even weeks. Then fortunately after a good drenching rain, I spotted this opportunity.

Can't always remember exactly what I do in PS... Minor adjustments to brightness/contrast and saturations.
Applied USM
Burned the bckground.
Saved for web.

colors look washed out with the rain. not crazy about the shallow focus either

Would have been really nice without the big background perhaps?

The very shallow DOF works well here. The only thing I see to suggest is maybe crop more off the top. Come down about halfway and this would put more emphasis on the raindrops as the top of the photo doesn't help your image only because there is nothing there to see. 6
