This photo is taken NW up the Mississippi River. The car is parked in Pettibone Park. The bluffs in the background are on the Minnesota side of the river The picture was slightly cropped from the original, and was reduced in data size, but was otherwise unaltered.

This does not look and feel like late night. It could be a cloudy day or early morning.

Id wait 45 mins for it to get dark (that goes for both the people doing business in the car as and the photographer)
