You captured this old building beautifully. The architecture is wonderful and this building makes a great subject.
The composition is good. In many cases having the subject centered looks too static, but I think it works for this one.
Including people in this image gives life to it.
The exposure is good, with no over or under-exposed spots, and shows clearly visible details.
Your focus is fine, not any blurry spots.
This doesn't jump out as a "Time" picture, but I can see how you fit it in. Especially with the satellite dishes, it shows an old building with modern technology, which indicates time past and present.
Overall this is a nice image, not particularly exciting.
It seems to me that you can handle your camera quite well, but more consideration for the challenge subject would help you score better.

Well taken photo but a different angle showing the subject would help. The people in the foreground are a distraction. Perhaps view of just the upper two portico's?
Conozco el lugar y se que es un edificio hermoso y se tambien lo dificil que es encontrar buenos lugares para tomar fotografia en esta ciudad (sin autos, sin postes, sin cables, sin carteles, sin basura, etc), pero en general asi es nuestra ciudad. En fin, como conozco el lugar y se lo dificil que es obtener una buena foto ahi (y tu foto es todo un logro), te doy un 8. En mi opinion un poco mas de contraste ayudaria.
The satalite diskes spoil the skyline, It may have been possible to hide them with a different angle, and maybe get rid of the lamppost too. Seems alittle 3washed out to me, polirising filter ( is possible ) may help here.
