Thanks for your comments all. I was actually on the opposite dock, so I don't have the excuse of the boat's motion -- I blurred it all by myself. I was on autofocus and I'm pretty sure it picked the far background instead of the birds.
Also I had to crop pretty tight, so I may have lost some resolution/clarity there. There were two more birds on the rail to the left, but they had turned a little, so I abandoned the horizontal framing, which would have been a stronger composition, in favor of the vertical with fewer (but better aligned) birds. I tried a little more sharpening but it resulted in an unacceptable amount of fringing. |

As others have said this is a little soft on the focus. You may have had to crop some of the image to get it framed properly, plus, being in the boat probably did help too much.
I still like the image quite a bit. There is nice rhythm and order to the scene and the composition has a way of keeping my eyes moving around effectively. I also like the way it is divided into sections horiontally helping to convey the sense of depth.
This would probably be worth re-taking with a polarizer and either a steadier hand or a faster shutter speed. The polarizer will help deepen the blue in the sky and water and maybe provide a little more color to the rest of the scene.
It definitely meets the challenge and considering that it is slightly soft I think you did a nice job with presenting the photo. You chose a good image to begin with. The mat is tastefully done as well.

Did you ask those gulls to stand there like that??? Cool! If this photo had been more in focus it would have enhanced it emmensly, the sharpness is missing. |

cool catch.. wish it were in better focus.. or maybe that is compression? .. and framing it horizontally would further accentuate the line of birds..
interesting how they lined up right at each post, too. cool. |

Sharper focus would have been better. Your cropping dilemma was hold to thirds or delete some of dark at bottom. |
