Greetings from the Critique Club!
This image has quite a bit of potential. The birds are an interesting subject and the setting is very good.
The coloring is very drab. It may actually be better as a black and white picture, but the contrast needs to be pumped up a bit and the whole thing needs to be sharper. You could try the unsharp mask in PS or something similar in your software.
About it meeting the challenge, well I don't see a person in the picture, which is what the description asked for. That is very important on this site...to meet the challenge.

Nice photo of a lot of birds. But I search and searched with a magnifying glass and could not find a human being anywhere. Waldo is a human being. If I find him later I'll up the score by 2 points. I'm probably going to be embarrassed when I do spot him.

Waldo the bird? I'm trying to be generous, but the challenge stated very clearly that waldo was a person. I like the pic. 5 Swash

Assuming the person is hidden in there somewhere but can't find them. I like the birds, it makes for an interesting shot they way they're lined up, but the shot feels cut off at an awkard place.

i like the lighting used in your picture. Im not exactly sure that I understand waht you were trying to shot though. Nice Work

I couldn't find a person in this photo unless he is hiding in one of those slits somewhere, but I am guessing from your title that you mean one of the pigeons is Waldo? Then I think it is that gray one sitting on the ledge :-)

a shame the birds (pigeons?) couldn't have been a bit crisper. decent composition though the lighting let you down here.
