This started off as city buildings and traffic shot through a somewhat dirty car side window (my son was driving).
I used a distortion filter from Filter Forge and then polar coordinates using difference blend mode. Then I added some wind, from Photoshop's wind filter, and some hue/saturation and contrast tweaking.

I have no idea what this is (okay, there are some faces in there), but it sure engages the eye with its phantasmagoria of swirling and distorted mosaic tile-like pieces. Reminds me a bit of "Guernica." Stellar effort.
