In Basic Editing, no spot editing (except for dust spots) is allowed, and the only layers that may be used are "adjustment layers" applied uniformly to the entire images. You have accomplished "selective desaturation" by masking out and desaturatimg everything but the girl, and this is not allowed. Additionally, radial blur is not allowed in basic editing, only gaussian blur. The radial blur is applied selectively from a defined center, not uniformly.
