Greetings from the Critique Club!
I think that is actually a carriage of some sort as it has four wheels; chariots have only two. Still a nice long exposure pan, I think that you were zoomed out a little too far. Also if you shot handheld, it is extremely difficult to get sharp focus, wjile panning, handheld at 1/2 second. A tripod may have helped a bit.
Personally I like the light trails and the blur of the wheels and the multiple legs of the trotting horses. As mentioned showing more of the people would have helped but may have taken the all-important wheels out of the image.
