This looks to me too much like a picture accompanying a newspaper feature article about some kind of drama, so the image is not important in itself.
I marked it 7 though for it has a certain power in attracting one's attention

Rather difficult to distinguish the bokeh through all the noise and other blur. But I do like the image.

I find it interesting that many of your photos are taken from within a vehicle.

I like the concept on billboards though. Almost makes you wonder where the term BILLboard came from.

This reminds me of childhood visits to my grandparents, where there was always a fine black dust all over everything outside from the nearby factories.
